What can one say about Peter? He's somewhat the practical evil uncle to the pack leader, Derek. He's also the one that is smart enough to know how to cheat death, but what is he really like underneath the snide remarks, and the dark intents that hide every so often behind those blue eyes?
The answer to that is not that much, Peter really is a snide person, mostly making some smart ass answer. Especially when it comes to how Derek runs his pack, he makes it an extra effort to say snide remarks on how Derek should have run it. He tends to make people believe that he doesn't care what his nephew does.
However, as much as he makes people think he doesn't care--he does. If he didn't, then he would be constantly making comments on what Derek does wrong, and how he should have done it--even though he knows Derek won't listen. Peter may not like kids, or half of the people decided to place into his pack--he will; however, do whatever it takes to protect that pack.
Peter isn't completely nice though, he does have his bad times. He can be more than just an ass, he could literally kill a person if he wanted to, even without a regret. That tends to cause a lot of tension between Derek and Peter because of one person that Peter dislikes the most--Scott McCall. Peter believes that Scott's kind personality is what's making the pack too soft to protect anyone, especially their own.
Peter does seem to be protective of the wolves that he's created, though Scott has been placed as a exception. He knows Scott hates him, he also knows that Scott will do whatever in his power to make Derek not trust him. Other than that, he does keep an watchful eye on the kids he did turn, especially Thaila, wondering how long it will take for the girl to remember him.
The only thing that is troubling Peter right now is a certain mother that is carrying Tanner's child. He believes that they could cause trouble for not only him, but for the pack as well. Peter wants them both dead, and will do whatever it takes to kill them, and that has begun to cause chaos within Derek's Pack because of Peter's whispering to those that he knows might think the same as him.

this is the story of my life
Peter Hale is a born werewolf within the Hale family, he is also Derek's Uncle, and before he was killed and brought back from the dead he was the one that turned Scott, Tanner and Thalia. He wasn't always like this, but it was the incident of the Hale House burning that left him changed forever.
Peter was in a coma and suffered from burnt wounds for six after the house burning. Though he did heal after all that time, it had been slow, and he was also the one that was the cause of Laura Hale's death--he killed her, though he still regrets it. Peter was the Alpha that was doing all the killings in Beacon Hills, though it wasn't entirely known yet.
The first person Peter had turned into a werewolf was Scott McCall, but that didn't seem to really prove any results. The second person had been Dane, and then his sibling Thaila, though they both proved to be useful--Peter is still concern about Dane's obsession over his sister, but considering that he is not in Derek's pack causes more concern.
When Peter was found to be the Alpha, it didn't change much into his plan--he was still able to kill those that were responsible for the fire of the Hale House, especially Kate Argent. A woman that Derek had foolishly fell in love with, and because of it was the very person that used his nephew to kill the pack by burning the house.
Did he ever regret killing Kate? No.
Did he ever account to being killed himself? No, but he did have a back up plan for it.
Peter never accounted for his own to kill him just to have the Alpha power, but then again--he did kill Laura so he felt that was a atonement for what he did, but that wasn't the end of Peter. He had a backup plan, and it was initialized when he had bitten Lydia Martin, he was able to transfer his soul into her--sure it was a bit unnerving to having to follow her around, making yourself look like her age, and then trying to explain to her how it would all go away if she were to do these certain things.
It was worth it however as he was brought back to life, though he was fairly annoyed that his nephew had turned the pack into chaos in his own opinion. He didn't approve with Derek turning teens into werewolves even if they were easier to handle, but then again Peter was no different when he turned Scott and them. Then there was the whole issue with the Kanima, and surprise surprise--that the thing was Jackson.
Though everyone else wanted to save Jackson, Peter knew what would happen if they tried--it would only end in more chaos, and even Derek had to agree with him on that. So what other thing was there to do then to kill him? Peter even knew what would be good to use against him, but he didn't think that it would work to make Jackson into a werewolf either.
Peter would agree that Jackson was annoying in a way that could only be like him, but he knew that Jackson might have been better than the ones that Derek turned. Peter is concerned for the fact that there is another pack out in Beacon Hills, worse that they are Alphas at that as well.
